Limite pagamento contanti? nuovi controlli Bankitalia al via dal 2 Settembre.
I pagamenti in contanti in Italia sono da sempre soggetti a limitazioni volute dalla normativa, al fine di arginare l’evasione fiscale e il riciclaggio di denaro derivante da attività illecite.
La guerra ai contanti comincia nel Gennaio 2016, quando per la prima volta il limite pagamento contanti generico viene fissato a 3.000 Euro e si fa via via sempre più intensa.
Ciò implica che
- I pagamenti trasferiti a enti, aziende o persone fisiche fino a 2.999,99 Euro possono essere effettuati in contanti. Non essendo tracciati, è sempre opportuno che il pagante, per ogni pagamento cash, richieda il rilascio di una ricevuta di avvenuto pagamento;
- Le transazioni trasferite a enti, aziende o persone fisiche superiori a 2.999,99 Euro devono obbligatoriamente essere effettuate con modalità di pagamento tracciabili: assegni, carte di credito, bancomat, etc.
Il limite contanti di 3.000 Euro non riguardava però i prelievi ed i versamenti in Banca.
Infatti, ecco arrivare da Settembre 2019 la riforma della Banca d’Italia per queste operazioni!
Dal 2 Settembre 2019 l’Unità di Informazione Finanziaria (UIF) di Bankitalia avvierà le operazioni di controllo per tutti i movimenti di prelievo e versamento contanti superiori ai 10.000 Euro. mensili effettuati presso istituti di credito, banche e poste.
Infatti, la normativa prevede che siano inviate “le comunicazioni nel caso di superamento dei limiti di 10.000 euro mensili relativi a prelievi o versamenti di denaro contante, anche qualora relativi a singole operazioni di importo unitario pari o superiore a 1.000 euro”.
In altre parole, la Riforma prevede che gli istituti di credito, bancari e postali debbano comunicare tutte le informazioni relative a operazioni di versamenti e prelievi di contanti che superino i 10.000 Euro per mese. Saranno soggetti a comunicazione anche i movimenti cumulativi che supereranno tale cifra e le singole operazioni superiori ai 1.000 Euro.
Inoltre, la Legge di Bilancio 2019 apporta ulteriori modifiche all’uso del contante: agisce sui pagamenti cash effettuati da soggetti stranieri privi di cittadinanza italiana per l’acquisto di specifiche categorie di beni presso commercianti al minuto o agenzie di viaggio e turismo. Il limite per questi pagamenti viene, infatti, portato da 10.000 Euro (cifra impostata con la deroga del D.Lgs. n. 16 del 2012) a 15.000 Euro.
Il denaro contante diventa sorvegliato speciale non solo ai fini della normativa sull’antiriciclaggio, ma anche per quel che riguarda i controlli anti-evasione da parte di Guardia di Finanza e Agenzia delle Entrate.
